Special transport via public roads is considered to be a transport operation involving an over-sized or heavy non-divisible vehicle or the transport of an indivisible load that cannot be carried by any other means of transport.

A special transport operation may only be performed if the competent authority has issued an authorisation for such an operation to be carried out, which – according to the regulations governing public roads – defines in detail the conditions and method of carrying out the special transport operation to which the authorisation refers, and the fee for the special transport operation. 

The competent authorities are:

Municipalities: if the special transport operation is to be carried out only on municipal roads. 

DARS d.d.: if the special transport operation is to be carried out on motorways.

MINISTRY OF TRANSPORT, SLOVENIAN ROADS AGENCY: in all other cases.
