Register of Public Roads

 

The Slovenian Roady Agency has been collecting data on national roads since 1954 and keeping computerized records of road-related data in the form of a road data bank since 1974.  The register of public roads was designed as a computerized collection of attribute data serving as information for road management and for the elaboration of plans and studies required for different decision-making levels.  With its road sectioning and stationing system it also consists of a universal list of codes enabling the collection of different road network-related data.
The register of public roads is kept in accordance with the Public Roads Act. On the basis of this Act, the Minister of Transport issued the Rules on the method of marking public roads and on the records of public roads and their facilities (Uradni list  RS 49/1997), which lays down in detail the content and method of data collection and application.  The accuracy of collected data depends on the purpose of their use. Data are collected on the basis of reports on road work performed and measurement.
In the register of public roads the following data are being collected:

  • Data on road alignment with regard to physical space and road management,
  • Data on transverse and longitudinal road elements,
  • On-road facilities data,
  • Traffic information,
  • Traffic signalisation and equipment data,
  • Investment-technical documentation data,
  • Road surface conditions data,
  • Data on the conditions of bridging structures,
  • Data on road accidents (collected and kept by the police).

 

Data are mainly indicated in the road network with the designation of the section, road and distance from the starting point of the section (stationing).  In accordance with the GEO Information Services (GIS) strategy or geo-referenced data collection the system of data description only by attributes used so far will be replaced by a new concept. Data collection and recording will be gradually carried out as GIS layers. As secondary data the stationing and section are still being calculated from absolute spatial coordinates.

  • Video record of the road


3. On-road structures

  • Large bridging structures
  • Small bridging structures
  • Culverts
  • Walls


4. Traffic

  • Traffic on national roads
  • Traffic counting by categories
  • Collection of traffic data on a hourly, daily and annual basis


5. Traffic signalisation and equipment

  • Traffic signs
  • Road surface markings

6. Investment-related technical documentation

Some of the above-stated data have not been collected and assessed for the entire road network. The collected data from the Register of public roads cannot be used in general, because data measurement accuracy and the up-to-date status of the register are to be considered with regard to the actual conditions on the road.  Therefore, the data are purely informative in character and applicable in particular for statistical purposes. Specific data should not be used for individual detailed calculations (such as expert opinions). For such purposes data should be provided by way of targeted measurements in the field.
